ST KILDA MARINA PROJECT UPDATE

The St Kilda Marina Project is now in stage four and five to secure a new long-term lease arrangement for St Kilda Marina. This project is included in the City of Port Phillip’s Council Plan 2017-2027.

The city of Port Phillip have provided an update on the two key elements of the St Kilda Marina Project, the Planning Scheme Amendment and the procurement of a new lease.

There has been significant progress with the planning scheme amendment, and the procurement process has continued in line with the procurement plan.

Planning Scheme Amendment

Council is currently progressing Amendment C171port which seeks to implement the vision and objectives for the St Kilda Marina outlined in the Site Brief into the Planning Scheme.

Following formal Exhibition of the Amendment, Council decided to request the Minister for Planning to appoint an independent Planning Panel and referred all the written submissions received. The role of the Panel is to hear submitters in an independent forum and give fair, unbiased advice to Council and the Minister for Planning.

Procurement

The process for the procurement of a new lease for the St Kilda Marina is progressing in line with the approved Procurement Plan. Council and the Project Team has put in place various process modifications to ensure that procurement continues in the challenging environment created by the COVID-19 pandemic.

The project is currently in the Request for Proposal (RFP) stage.

Project Overview

St Kilda Marina is located on Crown Land, for which Council is the Committee of Management. Australian Marinas (A'Asia) had a 50-year lease for the site, which expired on 30 April 2019.

In September 2016, Council resolved to conduct a competitive selection process for a new long-term lease for the St Kilda Marina. We are now in Stages 4 and 5 of this project.

The work to procure a new long-term lease arrangement for the site is proceeding in line with the updated Project Approach approved by Council on 5 June 2019. 

An interim lease approved by the Victorian Government (through the Governor in Council process) on 30 July 2019 is now in place until 2022 to cover the gap between the expiry of the original lease and the start of a new long-term lease arrangement.
